Licence to Boat Code of Practice

 

This code of practice is a ‘living document’ meaning that it will be reviewed and updated on a regular basis or as required.

This document is produced to provide a comprehensive code of practice for all staff of Licence to Boat. It also outlines the responsibilities Licence to Boat has towards its clients and industry partners.

Licence to Boat is committed to operate within guidelines of the Boatsafe management standards as set out by the department of Transport and Main Roads (The department).

From this point forward ‘Licence to Boat’ will be referred to as LTB. 

Administration and Operation

  • LTB will ensure that it informs the relevant authority of any changes in ownership or operation of the company that will affect its operation as a Boatsafe Training Organisation (BTO) as soon as is practical.
  • LTB will not recruit nor seek to recruit departmental staff for their operation in any capacity.

Documents for Clients

  • Every client will be provided access to information about the course before it begins.

This information will contain:

  • Fees and charges for the course.
  • Refund policy.
  • Grievance policy.
  • Course information, including outcomes and expectations.

Staff Conduct

  • All persons engaged by LTB, must not intimidate, abuse, insult, harass or otherwise cause distress to any client or former client.
  • All persons engaged by the LTB, must avoid any conflict of interest between personal interests and obligations under the authority.
  • All persons engaged by the LTB, must not engage in conduct that brings the BoatSafe scheme, another BTO or the department into disrepute.

Staff qualifications and declarations.

  • LTB will ensure that all Boatsafe training providers (BTP) are fully qualified and competent to delivery and assess training courses. LTB will ensure that all BTP’s only issues Statement of competencies (SOC) in compliance with the Boatsafe Competency Standards.
  • LTB will keep a file for each BTP they engage to deliver training and assessment under their authority. These files will contain all the necessary information required by the Boatsafe Management Standard (Section 5 Records for BTPs). Files will be updated and stored accordingly.
  • LTB will ensure that all BTP’s conducts training and assessment activities compliant with LTB’s code of practice and the authority from the department. BTP’s will be required to read and sign that they understand this code of practice before commencing training activities.
  • LTB will instruct all BTP’s on how to conduct a BoatSafe course. Full training will be provided to all BTP’s before they commence any training activities and this will be documented in the employee’s file.
  • LTB will monitor and review the courses conducted by all BTPs, and make improvements to the delivery as required. Prior to commencing training all BTP’s will be required to read and sign that they understand the code of practice, the BoatSafe Management Standard and the BoatSafe Competency Standard. This will be kept in the BTP’s file.

 Information and Staff communications

  • LTB will inform all BTP’s of any relevant information that is provided by the Boatsafe department in a timely manner.
  • LTB will maintain an active email address for the purpose of receiving information from the department.

Operational Review

  • LTB will conduct regular reviews of the training conducted to ensure that it complies with all relevant standards, and codes of practice. Procedures will then be updated as required.

 Marketing Ethics

  • LTB is committed to using ethical practices when advertising and marketing our product or service.

Insurance

  • LTB will maintain all necessary insurances including but not limited to; Public liability insurance and all vessel/vehicle insurance.

Discrimination policy

  • LTB will ensure that entry onto our courses is not discriminated on the basis of gender, race, social, cultural, religious, disability, philosophical background or age. With the exception where age and/or medical requirements are specified by a regulatory authority for the issue of a licence.

 Record and document keeping

  • LTB will maintain a system for documenting and storing evidence of training and assessment courses. This can be implemented in electronic and paper format, electronic information will be backed up regularly and stored in a safe location. A file will be kept for each client and will contain the following information.
    • The date of the course and the location where it was delivered.
    • The registration details of the vessel used to deliver the course.
    • A copy of the vessel’s log for the duration of the course.
    • A list of course participants with their contact details and their Statement of Competence (SOC) number.
    • The completed assessment documents of all course participants, for both written and practical segments.
    • Completed client course evaluation forms.
    • All files are kept in a safe and secure manner for a minimum period of 3 years. Records are able to be retrieved and presented within 5 working days if requested by the department.
    • LTB will store all unused SOCs and other documents in a secure and locked location.

Assessment standards

  • LTB will use only approved assessment instruments.
  • Practical training and assessment times will conform to the minimum recommended guidelines as set out by the Boatsafe management standards.

RMDL Min Training Times

1st person 40 minutes
2nd to 5th person 20 minutes extra per person
6th person or more 10 minutes extra per person

 

PWCL Min Training Times

1st person 30 minutes
2nd Person or More 20 minutes extra per person
  • LTB will meet all state and commonwealth government legislative requirements while operating a commercially registered ship of 2E survey.
  • All candidates will be provided with a course evaluation form and provided the opportunity to give feedback on the BTP and BTO.
  • LTB will conduct the theory element of the course via an approved Boatsafe online training programme, candidates will be provided with a suitable area to conduct a validation test to verify their online learning at the beginning of each course.

 Medical fitness requirements

  • LTB will ensure all clients undertaking a BoatSafe course or applying for Recognised Prior Learning (RPL) complete a Recreational marine driver licence and personal watercraft licence medical fitness disclosure statement, this form is supplied by maritime safety Queensland.
  • If a client discloses a medical condition LTB will then follow all procedures laid out in Annex A of the ‘Boatsafe management standards.

 Privacy policy

  • All personal information collected by LTB will be stored securely and will not be made available to any source outside of the Boatsafe scheme.

Business planning

  • LTB has a current business plan which outlines the company’s mission and goals, it describes the method and strategies by which LTB intend to achieve those goals. This plan is reviewed and updated as required.

 Logos used

  • Any logos used on LTB material will be used in accordance to that relevant bodies logo policies.
